Arizona Real Estate Advisory Board
The Arizona Real Estate Advisory Board was established by the Legislature to provide the Real Estate Commissioner "with such recommendations as it deems necessary and beneficial to the best interests of the public. The board shall also provide recommendations on specific questions or proposals as requested by the Commissioner."
The board is comprised of ten members appointed by the Governor. The term of office of each member is six years.
The membership of the board consists of:
Two members, each of whom is a real estate broker with at least five years of brokerage experience in this state. Not more than one member shall be appointed from any one county.
Three members, two of whom have been engaged in residential real estate brokerage for the five years immediately preceding appointment, and one of whom has been engaged in multifamily residential rental property management with a real estate broker license for the five years immediately preceding appointment.
Two members who are primarily engaged in subdividing real property.
Three public members who are not related within the third degree of consanguinity or affinity to any person holding a broker's or salesperson's license from this state.
The Advisory Board is required by Statute to convene at least once every three months. A notice of each meeting date and the meeting agenda is posted at the Department's Phoenix office at least one week before each meeting. Members receive no compensation.
At this time, all meetings are scheduled to be held in the Department's Phoenix office located at 100 North 15th Avenue Suite 201, Phoenix, AZ 85007, unless noticed otherwise. An official notice of each meeting will be posted on the homepage of the ADRE website no less than 24 hours before each meeting and on the public notices board in front of the building.
Advisory Board Members are available to act as facilitators, to help open the lines of communication with the public.

Matias Rosales, San Luis - 2024 Chair
Matias Rosales was appointed to the Real Estate Advisory Board by Governor Douglas Ducey in June of 2022.
Mr. Rosales ranked #11 in the nation for residential sales by the National Association of Hispanic Real Estate Professionals in 2022. He is the Associate broker/owner of Realty One Group Gateway in Yuma, AZ and currently serves as Board President for the Yuma Association of Realtors.
Matias began his real estate career in 2008 in Yuma, AZ after relocating from Long Beach California. He specializes in new construction and is a strong advocate for fair housing and sustainable growing rural Arizona.
His civic duties extend into serving on City Council in the Border town of San Luis, AZ. Matias is passionate about creating a community where families can live, work and play. Recently, the City of San Luis, AZ approved the development of a 20-acre park within an expanding area of the city. He also pioneered the full development of an Industrial Park near the Commercial port of entry and facilitated the funding of a main arterial expansion improving community connectivity through his appointed roles with the Port Authority and the Metropolitan Planning Organization.
Matias, his wife, Carol and their 4 children are often seen together at community events. He serves with passion, integrity and great knowledge of the community as a whole.

Judy Jackson, Flagstaff - Vice-Chair
Judy Jackson has worked for Northern Arizona Association of REALTORS® since 1991. As the Chief Executive Officer of NAAR, Judy empowers member-volunteers to become adept leaders within the association and manages the organization under sound, fiscally responsible financial policies. Under her stewardship, NAAR has maintained a high level of professionalism and philanthropy within the community of Flagstaff.
In addition to her position at the local level, Judy served on the National Association of REALTORS® RCE Certification Advisory Board in 2021 and is currently serving on the Arizona REALTORS® Executive Committee as the Association Executive Representative. She has a reputation for dedication and is honored to fill her appointment to the Real Estate Advisory Board.

Charles Bowles, Tucson
Charles Bowles was appointed to the Board by Governor Janice Brewer in August 2009, and re-appointed by Governor Douglas A. Ducey in 2015 and 2021.
Mr. Bowles has been actively involved in the real estate industry since 1978. He was the President of Cottonwood Homes, Vice-President of Estes Homes, and the Vice-President of Marketing and Sales with Diamond Ventures in Tucson from 1999 to 2012.
He has been the recipient of many awards including the following: NHBA National MAIM Award Winner- 1995; SAHBA Winner of 1996 Sales Manager of The Year; 4 separate Grammy Awards for Sales and Marketing Excellence; Chairman of Sales and Marketing Committee Multiple Years; Chairman of Multi-Housing Council for Southern Arizona; Member of the Year 2008 and Tucson Father’s Day Council–Father of the Year 2008; Chairman of the Southern Arizona Homebuilders Association Board in 2011, and Board Member of the Perimeter Bicycling of America which puts on the annual El Tour de Tucson cycling event celebrating 38 years.
He has extensive volunteer experience, including his current service on the Tu Nidito Board of Directors, where he formerly served as President.

Ms. Bowen has been actively licensed as a full time Realtor since 1980 and is Designated Broker / Owner of Realty Executives White Mountains with offices in Pinetop and Show Low.
She has served as President of White Mountain Association of Realtors twice, was Realtor of the Year 2001, and currently serves as Region 3 Vice President for AAR and on the Executive Committee for AAR. She also serves as Vice Chair of the Navajo County Board of Adjustments.

Luis has over 30 years of experience on US-Mexico border infrastructure projects, North American relations, international business and negotiations, regional economic development, industrial site selection, government procurement, project management and governmental affairs. Luis has dedicated a considerable amount of time, both personal and professional, to fostering better relations with Mexico and Canada, improving the quality of life for the residents of the border and promoting the economic development of the region.
